Conditions governing the end of the program

Several of our energy efficiency programs have ended. Here are the various conditions governing the end of the program and the transition to new programs.

Empower Program for Industrial Systems
The program ended on December 31, 2010
IMPORTANT !
The following transition conditions apply only if a document d'avant projet (DAP) [project outline form ] was submitted before December 31, 2010 and prior to the start of work. They vary depending on the date the work began.

  • The Empower Program for Industrial Systems conditions and tools in effect at the time you submitted your proposal apply.
  • Following the purchase and installation of the equipment or system, you must submit the final version of the file generated by the required calculation software (PROSI or other), as well as all the paperwork and files, by December 31, 2012.

Lighting, VFD, compression or cooling measures

Other measures

  • Proof that the work start date is prior to December 31, 2010, is required.
  • The Empower Program for Industrial Systems conditions and tools (see above) in effect on December 31, 2010, apply.
  • Following the purchase and installation of the equipment or system, you must submit the final version of the file generated by the required calculation software (PROSI or other), as well as all the paperwork and files, by December 31, 2012.
  • You can cancel your project and submit it under the new Industrial Systems Program, if it is eligible.
  • If you chose to continue with the Empower Program for Industrial Systems:
    • The Empower Program for Building Optimization conditions and tools (see below) in effect at the time you submitted your proposal apply.
    • Following the purchase and installation of the equipment or system, you must submit the final version of the file generated by the required calculation software (PROSI or other), as well as all the paperwork and files, by December 31, 2012.

Lighting, VFD, compression or cooling measures

  • The new Industrial Systems Program rules apply.

Other measures

Submitting a project

  1. 1.If you have submitted a project outline form before December 31, 2010, and before beginning work:
  2. 2.Submit a project proposal before carrying out the work (optional)
  3. 3.Purchase and install the new equipment
  4. 4.Fill out the financial assistance payment request
  5. 5.Submit invoices and supporting documents

Industrial Systems Program tools

Project start date corresponds to one of the following:

  • Date equipment first ordered (order form or invoice showing date ordered) for eligible electricity-saving measures
    or
  • Date first agreement signed respecting work on eligible electricity-saving measures

First equipment order issued or first work contract signed.

Temporarily unavailable

The document transfer module will be unavailable starting December 9, 2011, at 3:00 p.m. so that Hydro-Québec can make changes to its IT systems. It will be accessible again on December 12 at 8:30 a.m.

Empower Program for Building Optimization
The program ended on December 31, 2010

Conditions – You started work BEFORE December 31, 2010

Customers who have submitted projects under the Empower Program for Building Optimization and who began work before December 31, 2010 (first equipment order or first work contract signed), must continue under that program.

You have submitted a project outline form, but not yet submitted your completed project. You must submit the final version of the file generated by the project evaluation software (PEP), as well as all the paperwork and files, by December 31, 2012.
You have submitted a project proposal (with PEP) by December 31, 2010. The conditions in effect at the time you submitted your project proposal apply.
You have not submitted a project proposal by December 31, 2010. You must provide proof that the start date is before December 31, 2010. The conditions in effect on December 31, 2010, apply.

Conditions – You started work AFTER December 31, 2010

For customers who have submitted projects under Empower Program for Building Optimization and who didn't begin work before December 31, 2010 (first equipment order or first work contract signed), the following conditions apply:

You submitted a project proposal by December 31, 2010. You can cancel the project and submit it under the new Buildings Program. However, if you choose to remain with the Empower Program for Building Optimization, you must submit your completed project by December 31, 2012.
You have submitted only a project outline form by December 31, 2010. Hydro-Québec will cancel the project outline form so you can submit your project under the new program.

(Building Initiatives Program, Industrial Initiatives Program, Industrial Analysis and Demonstration Program, and Plant Retrofit Program)
These programs ended on December 31, 2010

Conditions – First equipment work order issued or first expense incurred BEFORE December 31, 2010

You submitted a project proposal form before December 31, 2010. The conditions in effect at the time you submitted your proposal apply.
You have not submitted a project proposal form before December 31, 2010. The project is not eligible.

Conditions – First equipment work order issued or first expense incurred AFTER December 31, 2010

You submitted a project proposal form before December 31, 2010. You can cancel the project and submit it to one of the new programs, if it is eligible. However, if you choose to continue under the Major Customers Program, you must submit your competed project by December 31, 2012.
You have not submitted a project proposal form before December 31, 2010. This project is not eligible under the Major Customers Program. However, before the first work order is issued or the first expense is incurred, you can submit your project under one of the new programs, if it is eligible. .
