Demand response program

Hydro-Québec’s demand response (DR) program is designed to encourage commercial and institutional customers and small and medium-sized industrial businesses to reduce their buildings’ power demand during Hydro-Québec’s winter peaks. This will enable Hydro-Québec to meet its customers’ energy needs at the best possible price.

The DR Program has been renewed for winter 2017–2018.

While no changes have been made to the Program’s terms and conditions for winter 2017–2018, the registration process has been streamlined. New versions of the Participant’s Guide and registration form are now online. To participate in the Program, you need to submit your registration form by September 8, 2017.

If you took part in the DR Program in winter 2016–2017 and wish to reapply for winter 2017–2018, you must submit a new registration form.

Hydro-Québec’s Demand response program gives companies the opportunity to propose a project that would allow them to reduce their buildings’ power demand during Hydro-Québec’s winter peaks (earling morning and late afternoon). In return, the company receives financial assistance from Hydro-Québec’s.

You must submit the duly completed registration form to Hydro-Québec by September 8, 2017.

How to proceed

Participants have two options for submitting a project to Hydro-Québec.

Option 1 - You (the participant) are the customer

  • 1. a) You are submitting the project as the customer.
    • Submit your project directly to Hydro-Québec. The financial assistance will be paid to you.
    • To achieve an estimated power reduction of at least 200 kW, many of your meters may be grouped together in one project.
    • Hydro-Québec will communicate with you throughout the project.
  • 1. b) A partner is submitting the project on behalf of you, the customer.
    • You mandate a partner to submit the project to Hydro-Québec.
    • The financial assistance is paid to you.
    • To achieve an estimated power reduction of at least 200 kW, many of your meters may be grouped together in one project.
    • Hydro-Québec will communicate with the partner or the customer (you) throughout the project.

Option 2 - You (the participant) are an aggregator

  • You submit the project to Hydro-Québec. The financial assistance is paid directly to you.
  • To achieve an estimated power reduction of at least 200 kW, many of your meters may be grouped together in one project.
  • Hydro-Québec will communicate only with you (the aggregator) throughout the project.
  • As the aggregator, you must inform every customer concerned by the project that you are the only party contractually bound to Hydro-Québec and therefore the only one positioned to communicate with Hydro-Québec and receive financial assistance in connection with this project. You must provide written proof of having sent this notice within five working days of receiving a request to that effect from Hydro-Québec.

Procedure

Send Hydro-Québec the completed Registration Form (in French only) by clicking on the Envoyer (send) button. This form must be sent to Hydro-Québec no later than September 8, 2017 at the following address: GDP_CI-PMI@hydro.qc.ca.

Hydro-Québec will confirm that your project has been registered. The confirmation will identify the meters involved and the weather station nearest to each one.

Hydro-Québec will assign you a unique project number.

Complete the List of E-mail Addresses for DR Notices form and e-mail it by October 20, 2017 by clicking the Envoyer (send) button.

The DR notices inform participants of an upcoming DR event. During the winter period, these events may occur any time between 6 and 9 a.m., between 4 and 8 p.m., or during both time slots, except on weekdays and holidays.

Hydro-Québec will send the DR notices to the e-mail addresses you provide, as follows:

  • no later than 3 p.m. on the working day preceding a DR event occurring between 6 and 9 a.m.;
  • no later than 12 noon on the same day as a DR event occurring between 4 and 8 p.m.;
  • no later than 3 p.m. on the working day preceding a DR event occurring between 6 and 9 a.m. and between 4 and 8 p.m.

Note: In November, Hydro-Québec will carry out tests to make sure the DR notice transmission process works properly. On November 2 and 9, 2017, a DR notice will be sent to the e-mail addresses you provided. Please inform those responsible for DR events at your organization that DR measures should not be implemented upon receipt of these two notices.

  • You will receive an e-mail from Hydro-Québec by May 31, 2018 showing how the financial assistance was calculated and inviting you to submit your invoice for assistance.
  • Your invoice must be numbered and produced using accounting software. It must also indicate the amount approved by Hydro-Québec and any applicable taxes. Finally, it must be made out to Hydro-Québec and contain all information required by tax law.
  • E-mail your invoice to GDP_CI-PMI@hydro.qc.ca.

After reviewing your file, Hydro-Québec will pay you the financial assistance.
