November 1, 2013: Important Program modifications come into effect

We would like to inform you that as of November 1, 2013, new terms and conditions will apply to the Retrofit and New Plant, Expansion or Addition of Production Lines components.

Prescriptive Measures Component

1. Reminder: Main terms and conditions

  • Your project must comply with all the terms and conditions for this component. For instance, you must remember to submit the Document d’avant-projet (DAP) [project outline form] to Hydro-Québec before the start date1. If you fail to do so, your project will be refused.
  • For any project presented under this component, you are required to use the tools provided by Hydro-Québec. Unless otherwise indicated in this newsletter, the tools and terms in effect when Hydro-Québec receives the prescriptive measures project will apply.
  • The prescriptive measures project is submitted to Hydro-Québec once all the work regarding the eligible measures has been completed. The project is then considered to have been completed.
1 Start date: the date when the first order for equipment needed for eligible measures goes through or the date on which the first contract regarding eligible measures is signed.

2. Component modifications

Three new terms will apply as of November 1, 2013:

This change standardizes the eligible savings per kilowatthour to 15¢ for calculation of financial assistance calculation under the Industrial Systems Program.

This change may lead to a reduction in the financial assistance Hydro-Québec provides to participants, depending on the type of project submitted.

Certain financial assistance thresholds are modified based on the type of system submitted as indicated in the following table.

  1. Change in PROSI parameters for lighting projects
    Certain parameters used to calculate financial assistance granted for lighting projects submitted using PROSI have been adjusted, so the amount of financial assistance may decrease and some projects may be refused, depending on the project submitted.
    • No longer eligible:
      • he measures associated with replacing T12 light fixtures with T8 or T5 light fixtures. Certain optimization measures are eligible, for instance control systems.
      • LED exit signs.
    • The modeled cost of T-5 HO light fixtures was reduced. The reduction in financial assistance for these light fixtures may be greater than for other lighting measures.
  2. New tool for light-emitting diode (LED) and induction lighting projects and change of applicable component for this type of project.
    As of November 1, 2013, participants must present any LED and induction lighting projects under the Prescriptive Measures Component using the Formulaire simplifié – Éclairage à DEL et à induction [Streamlined form for LED and induction lighting] (in Excel). This user-friendly tool will calculate the financial assistance automatically.
    As a result, new LED and induction lighting projects are no longer eligible under the Retrofit and New Plant, Expansion or Addition of Production Lines components.
    Nevertheless, LED and induction lighting projects submitted under these components using a proposal form prior to November 1, 2013, are accepted provided they comply with all the terms and conditions of the component in question when the duly completed proposal is submitted (form, bids for the purchase and installation of equipment, and other estimated costs).

New calculation tools and guides

As of November 1, a new version of the following documents can be found on the Web site, in addition to the new Formulaire simplifié – Éclairage à DEL et à induction [Streamlined form for LED and induction lighting (version 1.0)]:

You must comply with the terms and conditions outlined in these guides and use these tools to submit any measure stipulated therein to Hydro-Québec.

3. Application rules regarding changes to projects submitted using PROSI or the Refrigeration software

The above changes apply to any completed project submitted to Hydro-Québec as of November 1, 2013, with the exception of projects that comply with the following three conditions:

  1. A project outline form was submitted to Hydro-Québec with regard to the project prior to November 1, 2013, and before work began;
  2. The first order for equipment (purchase order or invoice showing order date) needed for eligible energy efficiency measures was issued prior to November 1, 2013 (or the first contract for work on eligible energy efficiency measures was signed prior to November 1, 2013);
  3. The request for payment of financial assistance addressed to Hydro-Québec is accompanied by a copy of the purchase order as well as all other required deliverables under the component.

If the project complies with these three conditions, the customer can find the terms and conditions in the July 2013 Participant’s Guide and submit the project using PROSI 2.0.3 or the Refrigeration software 2.0, whichever is appropriate, provided the project complies with all terms and conditions in effect outlined in the guide. In such a case, the customer can present the project regardless of the date the request for payment of financial assistance is submitted. In accordance with the terms and conditions in the July 2013 Participant’s Guide, participants must have submitted their completed project with the required deliverables no later than December 31, 2015.

In the interest of fairness, Hydro-Québec will not authorize any exceptions.


New versions of the Participant’s Guides in effect as of November 1, 2013, for the four components that require a signed contract between Hydro-Québec and the participant

Since last April, the payment of financial assistance based on the project’s results and actual costs, is made at the end of the project, in a single payment, after all required deliverables have been submitted. This applies to all projects submitted under any of the above-mentioned components.

As a result, the financial assistance procedure was adjusted for the Technology Demonstration, Electricity Management Systems, Retrofit, and New Plant, Expansion or Addition of Production Lines components.
