Financial assistance

The financial assistance granted will be the lowest of the following amounts:

  • 15¢/kWh (above market baseline)
  • A percentage of eligible costs (varying according to the prescriptive measure)

Examples of measures

Measures eligible for financial assistance of at least $2,500

Lighting

  • Installation of 33 high-bay fixtures featured on the DLC list and equipped with 24,000-lumen occupancy sensors, in the production area of a plant that operates 4,680 hours per year
  • Installation of 80 low-bay fixtures, featured on the DLC Premium list and equipped with 4,800-lumen occupancy sensors, in the production area of a plant that operates 4,680 hours per year
  • Installation of 15 floodlights featured on the DLC list on the outside of a plant
  • Installation of 401 LED tubes featured on the DLC list and equipped with 2,000-lumen occupancy sensors, in the production area of a plant that operates 4,680 hours per year
  • Installation of 21 LED floodlights (18,000-lumen) featured on the DLC list on the outside of a plant
  • Installation of 42 LED wall sconces (9,000-lumen) featured on the DLC list on the outside of a plant

Compressed air

  • Replacement of a 50-HP fixed-speed compressor by a 50-HP variable-speed compressor with an operating pressure of 100 psi in a plant that runs on two shifts, 12 months per year

Variable-frequency drives (VFDs)

  • Installation of five new 5-HP variable-frequency drives (VFDs) in a plant that runs on two shifts, 12 months per year

Water chilling

  • Installation of a new screw-type water chiller with a 104-ton capacity and a 0.722 kW/ton efficiency in a plant that runs on two shifts, 12 months a year

To find out which version of the Participant’s Guide to use, refer to the project’s start date for work, i.e., the date the first contract to complete the work was signed or the date the first piece of equipment for the project was purchased (purchase order or invoice).

Frequently asked questions

Under the Prescriptives Measures Component, I have to do my project calculations using the required tools. What version should I use?

Always use the most recent version of PROSI, the Refrigeration software or the industrial lighting (PEI) software that is in effect when the work begins.

I have to send Hydro-Québec a request for payment of financial assistance once the work needed for eligible energy efficiency measures has been completed. What do I need to include in the request?

Your request must include the following:

  • The Confirmation of project completion part of the Letter of intent and confirmation of project completion
  • Data file generated by PROSI (*.vap), the Refrigeration software (*.hqvpr) or the PEI (*.hqpei), in the version in effect when the work begins
  • A supporting document confirming the date on which the work began
  • Technical data sheets for the components

I would like to submit a new project for the replacement of components for which I previously received financial assistance under the program. Is my project eligible?

Program participants must commit to maintaining the project components in good operating condition for a period of five years from the date the financial assistance is paid. If that period has not yet ended, the new project will not be eligible. For the purposes of the program, the rate at which the products are replaced is based on the estimated service life of more than five years. So-called "advance" projects are not eligible.

Merger of the Letter of intent and Confirmation of project completion forms

Now you have only one document to complete for the program. Fill out the first part to inform us of your intention to carry out a project, and then fill out the second part to confirm its completion. The new form also makes it easy to update your contact information.

Exception: If you submitted the Project outline form to Hydro-Québec before February 15, 2017, and you have now reached the Confirmation of project completion step, please use the Confirmation of completed project and request for payment of financial assistance form.

Note: LED lighting products must be approved by the DesignLights Consortium® (DLC®) or, in some cases, they must be ENERGY STAR® certified. Make sure to choose the right category when submitting your products. For instance, a retrofit kit approved by the DLC cannot be submitted in the Fixtures category.

Eligibility

In order to qualify for financial assistance, both the building and the project you are submitting must be eligible for the program. Some projects that are not eligible for this program, may be eligible for the Buildings Program – Prescriptive Component.

To participate in the Prescriptive Measures component of the Industrial Systems Program, you must submit a Project proposal form before issuing the first purchase order or signing the first contract associated with your project. The Participant’s Guide contains a detailed explanation of the steps to follow and a list of all the tools to be used.
