| 1. Meet eligibility criteria |
- Have a place of business in Québec for at least two years or be represented by a manufacturers' agent
- Manufacturers' agents must provide proof of authorization from the manufacturer to participate in the program on the manufacturer's behalf
- Provide proof that the manufacturer has a quality system: ISO 9001:2000; CSA Z299 or the equivalent
- Have a sales force and technical staff that specialize in lighting for the commercial, institutional and industrial markets
- Undertake to respect all warranties provided for products accepted in the program
- Undertake to sign a partnership agreement
The specific requirements for each type of certification are set out in the Application for Registration as a Manufacturer or Manufacturers' Agent.

| 2. Fill out and submit program application and product approval forms |
|
To accelerate processing, make sure you provide all the information and supporting documents required.
- Complete the Application for Registration as a Manufacturer or Manufacturers' Agent
[DOC-522 KB].
- Manufacturers outside Québec must provide the information required and sign
the Designation of Representative [DOC-125 KB].
- Read the document Product Qualification Procedure and Criteria [PDF-154 KB] carefully.
- Complete the appropriate product approval forms. Only electronic versions of the forms (.xls files) will be accepted. Applications will automatically be rejected if any data are omitted or any modifications are made to the forms.
- Provide all the following documents:
- Valid certification for each manufacturing site for the submitted products
- Supporting documents such as proof of certification, TCLP compliance certificates and independent reports
- Any other relevant documents to support your application
- Submit the documents as follows:

| 3. Sign the partnership agreement |

Once the application has been accepted, the manufacturer or manufacturers' agent will receive
- a copy of the Partners' Guide;
- two copies of the partnership agreement.
Both copies of the partnership agreement must be duly signed and returned by mail.
Participating manufacturers and manufacturers' agents will have their name and products listed in the List of Eligible Lighting Products and will receive:
- a signed copy of the partnership agreement;
- access (user ID and password) to the secure portion of the site reserved for partners.
