Reliability Coordinator for Québec
August 31, 2011Application to modify the designation of the Quebec Reliability Coordinator and certain provisions of the Reliability Coordinator Code of Conduct.In Decision D-2007-95 rendered August 14, 2007, the Régie de l’énergie designated the Direction – Contrôle des mouvements d’énergie (System Control branch) of Hydro-Québec TransÉnergie as the reliability coordinator for Québec. In Decision D-2010-106 of July 29, 2010, the Régie approved the amendment of the Direction’s name to direction Contrôle et exploitation du réseau (DCER).
This nomination was the first step in implementing a new regime of mandatory reliability standards in Québec, pursuant to the Québec government’s adoption of Bill 52 amending the Act respecting the Régie de l’énergie. Under the new framework, the Régie now has watchdog powers over the application of mandatory transmission system reliability standards, including the power to:
The Régie has jurisdiction to approve reliability standards that the reliability coordinator considers essential to ensure Québec control area reliability within the parameters set by Bill 46. The reliability standards that the reliability coordinator files with the Régie are NERC standards and only apply to the entities in the Register of entities subject to NERC standards (forthcoming).
The reliability coordinator must submit to the Régie guidelines describing criteria to be taken into account in determining sanctions for noncompliance with reliability standards and a table of applicable penalties.
