Purpose and location of project

Why is this project needed?

The 120-kV* Beaumont–Dorchester underground line supplies some 10,000 customers. Commissioned in 1964, this line has reached the end of its useful life. Hydro-Québec must rebuild and upgrade it to ensure power system reliability and meet the growth demand for electricity over the medium and long term.

What route will the line take?

From Beaumont substation, the line will run along Rue Beaumont, head south on Rue Hutchison and east on Rue Saint-Joseph until Rue Saint-Urbain. It will then run south along Rue Saint-Urbain all the way to Dorchester substation, near Boulevard René-Lévesque.

How did you choose the line route?

Over the past few months, Hydro-Québec carried out environmental and technical surveys in the study area to better understand the environment.

The project team also met with local authorities to find out their concerns.

Based on the community’s recommendations and on technical, environmental and social criteria and constraints, Hydro-Québec has proposed a route with the least possible impact.

Why not run the line along main streets?

We coordinate our activities with the City of Montréal and affected boroughs to limit impacts on the public, businesses, traffic, bicycle paths, etc. We must also consider technical and space constraints.

We build our ducts at the side of the road and try to keep traffic disruptions to a minimum. In line with this goal, we complete the work as quickly as possible.

Construction: stages, schedule and mitigation measures

When will the construction work take place?

The bulk of the work will be carried out in 2019. Before the start of construction, a Project News bulletin will be delivered door-to-door to affected streets.

Construction will take place from Monday to Friday, within the hours permitted by municipal regulation. In rare cases, work may need to be done on weekends or at night.

Will the construction work cause any power outages?

No power interruption is anticipated during construction.

What is Hydro-Québec doing to limit the impact of construction?

  • Trenches will be closed and backfilled on an ongoing basis as the work progresses.
  • A Project News bulletin will be delivered door-to-door before each major construction stage.
  • Worksite signs will be installed in the work area.
  • Access to homes and businesses will be maintained at all times.
  • Vehicle traffic will be reduced, but maintained at all times.
  • Obstruction of parking spaces will be temporary and limited to the work area.
  • The Info-project phone line will be posted near the worksite.
  • Dust control measures may be used during construction.

Access, noise, traffic and safety

Will construction affect traffic on my street?

Vehicle traffic will be reduced, but maintained at all times. Obstructions are expected in only one or two lanes. Should there be a significant change in the amount of traffic, we will develop a traffic plan in collaboration with the borough to limit any inconvenience.

Worksite signs will be installed in the work area to improve the flow of traffic.

I’m worried about the safety of pedestrians and children near the worksite.

The worksite will be adequately fenced and monitored to ensure the safety of pedestrians and cyclists.

Will there be more noise during construction?

As with any construction project, there will be a temporary increase in the noise level near the work areas. However, mitigation measures will be implemented to limit the noise disturbance to nearby homes.

Will there be fewer parking spaces during construction?

Some parking spaces will be temporarily obstructed in the restricted work area.

Will I have access to my home or business during construction?

Access to homes, businesses and offices will be maintained at all times.

What if my property (home, office or business) is damaged?

Once fault has been assessed and confirmed, Hydro-Québec will assume its responsibilities. After repairs have been done, the owner must sign a settlement agreement with Hydro-Québec, confirming that the damage was repaired to his or her satisfaction. In cases where the owner receives compensation for the damage, the cheque will be provided after the settlement agreement has been signed.

Health and EMFs

Your line runs right in front of my home. Should I be concerned for my safety and the safety of my children who play in the street?

The magnetic field levels recorded near underground or overhead high-voltage power lines (HVPLs) are low. In addition, a person playing in the street or occasionally walking along it is only temporarily exposed to the line’s weak field. Some electric household appliances give off more intense fields than the ones emitted by a HVPL.

No study has proven that EMFs are harmful to human health. While some studies support this hypothesis, the large majority do not. When public health authorities analyzed all the studies carried out in the past 30 years, they concluded that there are no harmful effects.

As of 2014, the position of public health authorities on electric and magnetic fields emitted by power lines is the following:

Therefore, the Committee is not proposing an exposure limit to magnetic fields, nor a minimal distance to be maintained from an exposure source, nor an exclusion zone for new constructions of certain facilities (hospitals, daycares, etc.) near high-voltage power lines (HVPL). "

What are the electric and magnetic field (EMF) levels emitted by a 315-kV underground power line?

An underground power line does not emit an electric field. Typical values for the magnetic field emitted by an underground 315-kV high-voltage power line (HVPL) under normal operating conditions are around 7 µT directly above the conductors. The intensity of the magnetic field decreases quickly with distance, dropping to 1 µT at a distance of 5 m (approximately 0.5 µT at 10 m).
