Receive financial assistance of up to $2 million per project.


Financial assistance will be the lowest of the following amounts:

  • 15¢/kWh eligible savings
  • 50% of total eligible costs
  • Amount required to reduce payback period to 1 year, when costs are recouped solely through eligible electricity savings

New Plant, Expansion or Addition of Production Lines

The financial assistance granted will be the lowest of the following amounts:

  • 15¢/kWh eligible savings
  • 10% of total eligible costs
  • Amount required to reduce payback period to 1 year, when costs are recouped solely through eligible electricity savings

Important Notice

Enhanced and streamlined program as of February 15, 2017

The Retrofit and New Plant, Expansion or Addition of Production Lines components were merged into a single component, called Catered Projects.

Simplified and enhanced calculation rules

Regardless of the type of project submitted and the applicable rate, the following calculation methods are the same:

  • The amount of financial assistance must reduce the payback period to one year.*
  • The maximum amount granted in financial assistance is $2 million per project.

*Note: For projects involving a new plant, an expansion or the addition of product lines, the baseline scenario (eligible savings and costs) always includes standard or regulation equipment.

Projects covered: This rule applies to all new projects for which a complete and compliant proposal is submitted to Hydro-Québec as of February 15, 2017.

In the case of projects submitted before February 15, 2017, for which the start date for work is on or after February 15, 2017, the Hydro-Québec engineer assigned to the proposal will contact you to inform you of how these new rules impact your project.

Extension of the project completion deadline

The project completion deadline—from the time the project proposal is received to when the completed project is submitted—has been extended from 24 to 36 months. This extension also applies to projects that are currently underway.

You must use the new streamlined form to submit a new project under Hydro-Québec’s Catered or Electricity Consumption Analysis component.

Frequently asked questions

I didn’t submit a project proposal form before starting work on my energy efficiency project. Is my project eligible under the Program?

To take part in the Program, you absolutely must submit your project proposal form before the start date for work under this component. Otherwise, your project will be refused.

Start date for work is:

  • the date on which a first order for equipment related to the eligible energy efficiency project is placed (purchase order or invoice);
  • the date on which an initial contract is signed with a third party to complete work related to the energy efficiency project

I have to submit the project form in order to take part in some of the program’s components, but I need help filling it out. What should I do?

Call the Industrial Systems Program’s business customer services at 1 800 463 9900, Monday to Friday, 8:30 a.m. to 4:30 p.m. Your request for assistance will be forwarded to a technical expert, who will call you to answer your questions and guide you through the process.

The costs of purchasing any equipment for which purchase orders were issued prior to Hydro-Québec’s confirmed date of receipt of the proposal cannot be included in the calculation of financial assistance. What about electricity savings associated with this equipment?

Like costs, electricity savings associated with the equipment are ineligible and must be taken out of the calculation of financial assistance under the Program.

If I am not be able to submit my project and all of the deliverables at the date indicated in the agreement, may I have an extension?

If you don’t think you can meet the deadline set out in the agreement, please contact Hydro-Québec right away to make the necessary arrangements. Send an e-mail to the person in charge of reviewing your project before the date in question, giving the reasons for your extension request. Be sure to indicate your project number, as well as the extra time needed.

Hydro-Québec will consider your request. It reserves the right to accept or refuse an extension request or to set a deadline other than the one requested. Hydro-Québec will let you know by e-mail whether it accepts or refuses your extension request.


In order to qualify for financial assistance, both the building and the project you are submitting must be eligible for the program. Some projects that are not eligible for this program, may be eligible for the Buildings Program – Catered Component.

To participate in the Catered Projects – Expansion or Addition of Production Lines component of the Industrial Systems Program, you must submit a project proposal form before issuing the first purchase order or signing the first contract associated with your project. The Participant’s Guide contains a detailed explanation of the steps to follow and a list of all the tools to be used.
