Hydro-Québec wants to encourage pilot projects designed to test the feasibility and cost-effectiveness of opportunities proposed by customers.
The opportunities could be based on implementation of technologies not in widespread use or undeveloped commercial strategies.
The purpose of AVENUES is to develop new energy efficiency markets based on measures that could eventually be incorporated into the Energy Efficiency Plan.
By conducting a pilot project, you can
- assess whether your initiative is workable in a real context;
- test the capacity of the market to support it;
- estimate potential penetration in a given market.

There are two ways to submit a project under the Program:
Projects in response to a request for proposals
Under the AVENUES program, Hydro-Québec issues regular requests for proposals (RFPs) in areas with significant energy savings potential. Interested parties are given a certain time frame to submit a proposal that meets the conditions set out in the RFP document, which also contains preparation and submission instructions.
Unsolicited projects
Hydro-Québec also accepts project proposals any time on an ongoing basis, provided they meet the AVENUES criteria. Use the Applicant's Guide to submit such a proposal.
