Procedure for obtaining assistance

To submit a proposal under the Program, you must work with a partnering professional registered with the Program. Your selected partner will help put your proposal together, will manage the project and will communicate with Hydro-Québec on your behalf throughout the process, from submission of the Document d'avant-projet [project outline form] to completion of the work.

If your organization employs a professional whose profile meets the Program requirements, you may register as a partnering professional and submit a proposal directly to Hydro Québec.

You and your partnering professional must fill in the Document d'avant-projet, and submit it to Hydro-Québec using the file transfer module (Module d'envoi) before the start date.

This document is not a project proposal.

You have 24 months in which to

• submit a project proposal to Hydro-Québec, in order to obtain a Confirmation d'engagement d'un appui financier [letter confirming the amount of financial assistance] prior to commencing work on the project


OR
• carry out the project and send your supporting documents to Hydro-Québec to receive the financial assistance to which you are entitled, if you have not submitted a prior proposal.

The partnering professional will calculate potential energy savings, gather the documents to support your proposal and submit them to Hydro-Québec using the tools available on this site.

Hydro-Québec will review the proposal and confirm 80% of the financial assistance granted for all measures analyzed.

If the project is properly carried out as specified in the proposal, Hydro-Québec will pay 100% of the financial assistance granted.

After the work has been completed, your partnering professional must send us a request for payment of financial assistance that includes the final versions of required files and documents.

Once Hydro-Québec has received your request for payment of financial assistance, the project approval process will begin. Hydro-Québec may visit your building to inspect the project and make sure the work has been carried out as specified in the proposal. You will be given two business days’ notice in case of a visit.

Hydro-Québec reserves the right to adjust or cancel the financial assistance granted to the project if the inspector finds that the work has not been carried out as specified in the project proposal.

Hydro-Québec reserves the right to require additional documents.

Hydro-Québec will send you a letter specifying the amount of the invoice for financial assistance and the taxes. You must then send Hydro-Québec an invoice for the amount of the financial assistance, plus taxes, as well as the completed form entitled Informations requises relativement au Relevé 27 - Déclaration du client.

On receipt of your invoice and the completed Informations requises relativement au Relevé 27 form, Hydro-Québec will pay the entire amount approved for the project.
