Confirming eligibility of a measure and calculation method
Before submitting a project, you can ask for confirmation d'admissibilité d'une mesure et d'une méthode de calcul under the Program.

Sending this form and receiving a letter of confirmation from Hydro-Québec don't exempt you from the requirement of submitting a Document d'avant-projet before the start date.

Before work is carried out

  • You must submit the Document d'avant-projetDocument d'avant-projet by the start date.
  • This form is not a project proposal.
  • You have 24 months in which to either
    • submit a project proposal to Hydro-Québec, in order to obtain confirmation of the amount of financial assistance prior to commencing work on the project

      or
    • request payment of financial assistance for a completed project (see step 3).

This step is optional: you can submit your project after the work is completed. If you want to skip this step, go to step 3.

  • To prepare your proposal, fill in and submit the necessary documents.
    Required files and printed documents
  • Hydro-Québec will review the project proposal to ensure that it is complete and meets all Program eligibility criteria.

    You'll receive a validation report, along with one of the following, depending on your case:
    • A confirmation of financial assistance valid for 24 months: Hydro-Québec will confirm 80% of the amount established for all measures reviewed
    • A request that you resubmit the proposal with changes
    • A statement advising that the project failed to meet all Program requirements or giving technical reasons for refusing the project
    • If the project is completed in accordance with the proposal submitted, Hydro-Québec will pay out 100% of the amount agreed upon.
After completion of work

When the work is completed, you must send Hydro-Québec a request for payment of financial assistance that includes the final versions of all required files and documents.

Even if you decide not to submit a project proposal to obtain a confirmation of financial assistance (see step 2), you must still forward the files and printed documents required when submitting a proposal.

Once Hydro-Québec has received your request for payment of financial assistance, the project approval process will begin.

Hydro-Québec may visit your building to inspect the project and make sure the work has been carried out as specified in the proposal. You'll be given two business days' notice in case of a visit.

Hydro-Québec reserves the right to adjust or cancel the financial assistance granted to the project if the inspector finds that the work has not been carried out as specified in the project proposal.

Hydro-Québec reserves the right to require additional documents.

Hydro-Québec will send you a letter specifying the amount of financial assistance, plus taxes. You must then send Hydro-Québec an invoice for that amount, as well as the completed form Informations requises relativement au Relevé 27 – Déclaration du client [information required for Relevé 27 tax slip – customer's declaration].

On receipt of your invoice and the completed Informations requises relativement au Relevé 27 – Déclaration du client form, Hydro-Québec will pay out the entire amount approved for the project.

Start date
  • The date on which the first order for equipment (purchase order or invoice showing the order date) related to eligible electricity-saving measures is placed;
  • OR
  • The date on which the first contract for work to implement eligible electricity-saving measures is signed.
