In order to meet Québec's electric power demand, Hydro-Québec Distribution can count on a block of 165 TWh of electricity per year, which must be provided by the generation division, Hydro-Québec Production. This is defined as the heritage electricity pool. To meet demand beyond that volume, Hydro-Québec Distribution must enter into supply contracts by conducting calls for tenders among interested power suppliers.
The Régie de l'énergie is responsible for approving the Electricity Supply Plan submitted by Hydro-Québec Distribution. Among other things, this plan presents a forecast of Québec market requirements for the next ten years, as well as the type of contracts that Hydro-Québec Distribution intends to sign in order to meet demand above 165 TWh.
Moreover, since Hydro-Québec Production may take part in a call for tenders, the Act respecting the Régie de l'énergie requires that Hydro-Québec Distribution take the necessary measures to treat all participating power suppliers equitably and impartially during the call for tenders process. Hydro-Québec Distribution is therefore subject to a Code of Ethics on Conducting Calls for Tenders, a Call for Tenders and Contract Award Procedure and a Call for Tenders and Contract Award Procedure for Electricity Supply Contracts of One Year and Less, approved by the Régie de l'énergie.
