The holder is responsible for the account and must pay the total amount of the electricity bill. If there are several account holders, they are all responsible for full payment of the bill.
If tenant-occupied premises become vacant, Hydro-Québec will contact the property owner, who must choose one of the following two options:

To assume responsibility for the account. If the owner does not respond, Hydro-Québec selects this option. |

To refuse responsibility for the account, in which case the service may be cut off. The owner must then pay the reconnection charge. |
Note A situation may arise in which electricity is being used at an address for which no account exists. The occupant, tenant, administrator or owner of the apartment or building is then responsible for the total amount of the electricity bill. |

If you move, you’re responsible for paying your hydro bills until you formally terminate your contract. This means that it’s important to advise Hydro-Québec of your moving date as soon as possible—at least seven days before you move, in the case of residential service. For other types of service, you must give Hydro-Québec 30 days notice, and it must be in writing.
By giving proper notice, you can avoid having to pay for electricity you didn’t use.
Your final bill is based on the last reading of your meter (by you or by the meter reader) or on your estimated consumption, and, if applicable, your power demand. For most residential customers, only electricity consumption is taken into account on the bill.
If the power is metered, the final bill is drawn up no later than 30 days after cancellation of the contract. In other cases, it is issued no later than 60 days after cancellation.
Note When you move to new premises, remember to check the number on your meter. It should be the same as the number that appears on your contract confirmation and your bill. |

Only an owner has the right to order the discontinuation of electricity service to vacant premises. To do so, the owner must send a written request to Hydro-Québec. If service is reconnected within 12 months, Hydro-Québec will charge the owner a fee.
The owner cannot have service disconnected at premises where the tenant is the account holder.
