Working with Communities

Interacting with Municipalities and Farmers

In 1996 and 1999, Hydro-Québec set up three standing liaison committees with the Union des producteurs agricoles (UPA), the Union des municipalités du Québec (UMQ) and the Fédération Québécoise des Municipalités (FQM).

The committees' mandate: promote cooperation, permit joint positions and facilitate the circulation of information between Hydro-Québec and the parties concerned.

Each committee adopts an annual work plan and produces an activity report every year.

Some Examples

Main Issues before the Liaison Committees in 2007
Issue Main Initiatives
Hydro-Québec–UPA Liaison Committee
Efficient Products Program – Farm Equipment
  • High-efficiency fans were added to our list of efficient products in September 2007. On top of the energy savings they provide, the fans improve animal health and well-being, increase productivity, and help prevent corrosion and other damage to equipment and buildings.
Energy audits for greenhouses
  • Hydro-Québec made a financial commitment to conduct energy audits for greenhouse growers in Québec. The objective is to encourage new energy-conservation initiatives in light of the audit results.
Hydro-Québec–FQM and UMQ Liaison Committees
Participation in the assembly of regional county municipalities (RCMs)
  • Taking part in the assembly of RCMs offers Hydro-Québec an ideal opportunity to inform municipal representatives of its strategies, programs and other matters of municipal interest. In 2007, we presented the regional and community approach of the ENERGY WISE Home Diagnostic and promoted the Fondation Hydro-Québec pour l'environnement.
Municipal energy efficiency
  • We signed partnering agreements to promote energy efficiency that included:
    • a mechanism for supporting municipal stakeholders in implementing energy efficiency initiatives
    • an awareness campaign for elected representatives
    • development of technical training for managing energy efficiency projects
Visual integration of service entrances on residential buildings
  • Together with six other partners, we launched a handbook for visual integration of service entrances on residential buildings. Intended for residential property owners, and construction and renovation professionals, the guide suggests various architecturally respectful ways to install service entrances on residential buildings, along with a wide range of solutions for mitigating visual impacts in response to the most commonly encountered situations.
