Contracts worth $247 million—or 4.5% of the total cost of the project—were awarded to Cree entities. This proportion is 150 times higher than in Phase I. Ten Cree companies participated in Phase II, which is nine more than during Phase I (with the exception of local administrative bodies). The Cree Construction and Development Company Ltd. (CCDC) was the most active, with nearly two thirds of the total value of the contracts ($153 million). The CCDC worked on the five major jobsites of Phase II—La Grande2A, La Grande1, Laforge1, Laforge2 and Brisay. Ten of its contracts were obtained through public call for tenders, while the rest were negotiated privately. This shows that, a little over 10 years after its creation, the CCDC had acquired enough expertise to be competitive, particularly in the area of workcamp infrastructure.

After the CCDC, three service-related companies created after completion of Phase I—Air Creebec, Cree Energy Distribution of Canada and Domco-Cree—practically tie for second place with contracts worth $23 million, $22 million and $21 million, respectively. The table also includes Mistco Ventures and Nemaska Eenou Companee, both of which obtained contracts for work on the power transmission grid.
