About 2% of employees who operate Hydro-Québec facilities in the James Bay territory are Cree. There is no employment data for operation of Hydro-Québec facilities in the James Bay territory broken down by Cree community of origin or occupation. On average, about 1.2 million $ are paid annually in wages to Hydro-Québec Cree employees.
Jamesians account for about 12% of operations workers, and the remaining 86% come from regions other than Nord-du-Québec.
From 1988 to 2002, a total of $171 201 112 was paid to Cree companies and entities in the form of contracts for operation of Hydro-Québec facilities in the James Bay territory. The principal recipients of these contracts were the Cree Construction and Development Company (CCDC) (38.5 M$), Gestion ADC (21.5 M$), Nemaska Eenou Companee (18,6 M$), CCCQLForage Nord-Ouest (17.3 M$), Chee-Bee Cree Construction (16.2 M$), Eastmain Cree Nation (11.5 M$) and Gestion CBCC (11.5 M$). These companies obtained contracts worth close to 80% of the total value of contracts awarded.
Moreover, a number of companies participate regularly in the contracts awarded by Hydro-Québec. This is the case for the Cree Construction and Development Company, which has obtained contracts every year since 1988 (15 years), Air Creebec (14 years), Nemaska Eenou Companee (13 years), the Cree Nation of Chisasibi (10 years) and Kepa Transport (9 years). The fact that these contracts recur ensures some stability to the participating companies and their employees.
The principal activities of these contracts were general construction (29%), road construction and maintenance (29%), food and lodging services (13%) and air transport (10%).
It should be noted that contracts awarded to Cree companies and entities in connection with the operation of the facilities in the La Grande complex include disbursements for some remedial work aimed at mitigating the various impacts from phases I and II. This is namely the case for construction of the $10.5-million drinking-water plant at Eastmain from 1999 to 2002, and construction of Longue-Pointe road from 1988 to 1989 ($10 million). |
