The SEBJ report (1998) estimates the average daily wage of Native workers at $182. As a consequence, the payroll of Cree workers for construction of Phase II structures and facilities was a little over $24 million, or about 10% of the cost of the contracts. According to SEBJ, Cree labour costs represent between 5% and 9% of the value of Cree contracts for construction work, about 30% of the contracts for land clearing and over 60% for environmental work contracts (revegetation). Moreover, service contracts, which carry a high product supply costs (food and petroleum products, including air and land transport) generate few employment benefits, although labour costs represent less than 1% of the total value of the contracts.
