Current definition of the RTP
The transmission system comprised of equipment and lines generally carrying large quantities of energy and of generating facilities of 50 MVA or more, providing control over reliability parameters:
- Generation/load balancing
- Frequency control
- Level of operating reserves
- Voltage control of the system and tie lines
- Power flows within operating limits
- Coordination and monitoring of interchange transactions
- Monitoring of special protection systems
- System restoration
Revision of the RTP definition and consultation of the registered entities
Per its Decision D-2020-052, the Régie de l'énergie gave its approval for the Coordinator to revise the definition of the RTP to make it more objective and easier to apply by the registered entities subject to the mandatory reliability regime in Québec.
There was a consultation of the registered entities regarding the methodology to identify elements of the RTP from November 15, 2021, to January 21, 2022.
- An owner or operator of a facility with a capacity of 44 kV or more connected to an electric power transmission system;
- An owner or operator of an electric power transmission system;
- An owner or operator of a production facility with a capacity of 50 megavolt amperes (MVA) or more connected to an electric power transmission system;
- A distributor with a peak capacity of over 25 megawatts (MW), whose facilities are connected to an electric power transmission system; and
- A person who uses an electric power transmission system under an electric power transmission service agreement with the electric power carrier or with any other carrier in Québec.

The Coordinator submitted to the Régie de l’énergie du Québec the methodology to identify elements of the RTP on March 31, 2022, under docket R-4190-2022. The table below presents the steps completed prior to this submission.

First webinar on the modification to the RTP definition
On August 18, 2021, the Coordinator broadcast a webinar to the entities subject to reliability standards to present the main aspects of the changes to the definition of RTP, as well as the methodology for establishing the elements of the RTP, and gather their comments on the topic.
