Importance of public participation for project development

Hydro‑Québec believes it is essential to inform and consult communities affected by its projects.

As soon as a new project is announced and until the point at which facilities are commissioned, the company works together with regional and municipal authorities, affected owners, local organizations and associations as well as the population, inviting them to participate so that they may contribute to developing the best possible project.

Before embarking on any project, Hydro‑Québec engages in a public participation process that takes the host community’s concerns and expectations into consideration. This process ensures that projects blend in with their environment and enhances their acceptance by the community.

Through this process, the company aims in particular to make the project known, meet the information needs of stakeholders and gather community concerns about the project, with a view to improving it and identifying appropriate mitigation measures.

Discussion on the inventory map of human and natural environments

Main concerns expressed

Since the fall of 2019, Hydro-Québec has employed many communication methods and tools to meet and discuss with the various stakeholders concerned by the future Argenteuil substation and transmission lines. Here are the main concerns that were expressed:

  • Short and medium-term capacity of existing electrical facilities to meet current and future energy needs;
  • Environmental impacts related to land clearing and loss of wetlands and farmland;
  • Visual impact of the substation and lines;
  • Health effects of electric and magnetic fields;
  • Project’s economic spinoffs;
  • Impacts of construction work on surrounding areas and agricultural activity;
