To help modest-income households use electricity more efficiently and improve their comfort, Hydro-Québec is offering two new initiatives to make heat pumps more accessible.
A turnkey approach
Hydro-Québec is launching a new component of the LogisVert Program for modest-income households, whether they are tenants or owners who meet the income eligibility criteria.

In Québec, more than 600,000 households spend 6% or more of their income on their electricity bill.
Designed with this reality in mind, the offer provides a turnkey approach in which Hydro-Québec and the heat pump installer take care of everything, including the purchase and installation at no cost. To be eligible, the tenant or owner-occupant must have participated in the Éconologis program, which helps assess the dwelling’s needs and ensure that the installation is properly suited to the home.
This offer is intended to simplify the process and facilitate access to high-performance equipment designed for Québec’s climate.
It allows eligible households to:
- reduce electricity use for heating by up to 40%;
- improve comfort year-round, in both summer and winter;
- adopt an efficient solution to use energy more wisely every day.
Beyond the installation of equipment, this offer is a concrete way to support modest-income households by helping them make more efficient and sustainable energy choices.

Significant bonus financing for multi-unit dwellings
Hydro-Québec, in collaboration with the Ministère de l’Environnement, de la Lutte contre les changements climatiques, de la Faune et des Parcs (MELCCFP), is also offering bonus financing for the purchase and installation of heat pumps.
This bonus financing is intended for owners of multi-unit dwellings whose buildings are located in an area that meets criteria established by Hydro-Québec, based on social and material deprivation indexes.
It applies to the installation of ENERGY STAR®-certified Cold Climate wall-mounted heat pumps and provides financial assistance that is over 80% higher than the current grant available under the Heat Pump Measure, equivalent to an additional $100 per 1,000 BTU/h at −8°C, when all requirements are met.
To be eligible, the building must:
- have two or more residential units;
- be located in an area designated as energy insecure;
- have been built in 1995 or earlier.

Why choose heat pumps?
In a dwelling, heating accounts for more than 50% of electricity use. It is therefore one of the most effective ways to reduce electricity use while improving comfort.
Heat pumps are a particularly advantageous solution: they can be up to three times more efficient than electric baseboard heaters during the heating season. They provide efficient heating in winter and cooling in summer with a single system, while maintaining a more stable temperature. They are among the best options for reducing electricity use in winter without compromising comfort.
For tenants, installing heat pumps helps make their dwelling more comfortable, better adapted to temperature variations and can reduce their electricity bill.
