Small- and Medium-Power Dual-Energy Rate for Space Heating
Eligibility
The Small- and Medium-Power Dual-Energy Rate for Space Heating is designed for commercial and institutional customers with a heating system that uses electricity as the main energy source and a fuel as the auxiliary source during very cold weather.
The eligible auxiliary fuels are natural gas, propane, fuel oil and wood pellets.
To be eligible for this rate, you need to meet the following conditions:
- You must have a dual-energy system connected to an appropriate meter capable of measuring the maximum power demand separately;
- You must not be served by an off-grid system;
- You must not benefit from the Winter Credit Option for the same service contract.
To be eligible, the dual-energy system must meet all of the following requirements:
- It must consist of a central space heating system;
- The capacity of the dual-energy system in fuel mode must be sufficient to heat the entire premises in question;
- The dual-energy system must be equipped with an automatic switch permitting transfer from one energy source to the other. For this purpose, the automatic switch must be connected to an outdoor temperature gauge supplied and installed by Hydro‑Québec;
- Electricity must be used as the main heating source when the outdoor temperature is above or equal to –12ºC or –15ºC depending on the region;
- Fuel must be used as the auxiliary energy source when the outdoor temperature drops below –12ºC or –15ºC, except in cases involving equipment failure or a power outage;
- The two energy sources must not be used simultaneously.
How can I sign up for the Dual-Energy Rate?
Step 1
Begin by asking a master electrician or a heating contractor to check that your dual‑energy system meets the eligibility criteria outlined in Section 1 of Chapter 13 of the Electricity Rates [PDF 1.44 MB].
Step 2
Then have the master electrician or the heating contractor fill out the Certificate of Eligibility – Dual Energy form [PDF 687 kB]. Sign the certificate of eligibility to confirm that you would like to benefit from the Dual-Energy Rate for Space Heating and send it to Hydro‑Québec at the address shown on the form.
You will have to assume the cost of having your dual‑energy system inspected and ensuring that it is compliant with the requirements of the Dual‑Energy Rate.

Maximum power demand
The maximum power a customer requires to meet energy needs at a given time. The higher the customer's energy consumption at that time, the higher the power demand.
Off‑grid system
An “off‑grid system” is a power system not connected to Hydro‑Québec’s main grid.
Energy
Power used by electrical equipment over a given period of time. Expressed in kilowatthours (kWh), energy is calculated as power, expressed in kilowatts (kW), multiplied by the time during which the power is used, expressed in hours (h).
The formula for energy is as follows: energy (in kilowatthours) is equal to power (in kilowatts) multiplied by duration of use (in hours).
